Worked All Britain

Am I correct in thinking (I am sure I read it somewhere but now I cannot find it anywhere on the website) that in order to activate a square/island or NATS the whole station must be on dry land? Being /MM or /MA even if moored at a pier/slip etc. does not count. Just a thought perhaps I am mixing up...
