A bit of an observation

I noted that whilst we were out today, that there was another mobile on net that that was not a WAB member. This mobile was not acknowledging any reports, simply giving one back.
This mobile would no doubt not be used to WAB net procedures, so he cannot be criticised for this.
Could we bear in mind please the necessity for reports to be repeated to verify a good contact at the time, hence we do not require QSL cards.
By the book, all squares worked from this mobile should be invalid. I know it's a difficult one to deal with as regards a non-member, but explaining the procedure to them in the correct manner should not give offence.
